Urgent Action: Pass 'Gold Standard' Voting Machine Paper Trail Legislation Some disturbing reports of problems with electronic voting machines surfaced during the 2004 election. For example, in Columbus, Ohio, an electronic voting system reported that Bush received 4,258 votes while Kerry received 260 votes in a precinct where records show only 638 voters cast ballots. In North Carolina, a machine lost more than 4,500 votes due to a mistaken assumption about the memory capacity of a computer. While these glitches may not have changed the outcome of the election, they are highly troubling and clearly illustrate the need for a paper trail for all electronic voting machines. During the last session of Congress, a variety of bills were introduced calling for a voter verified paper audit trail for all computerized voting equipment. However, members of Congress couldn't seem to rally behind one bill, and none of those bills even made it to a vote. In the new session of Congress, a "gold standard" piece of legislation has been introduced -- the "Voter Confidence and Increased Accessibility Act" (H.R. 550). This bill requires that all electronic voting equipment has a paper audit trail as well as requiring that voting machine vendors make their code available for public inspection and random audits.
